After graduating in 1967 with a Bachelor of Laws degree from the University of Saskatchewan, Mr. MacKay began what would become an extensive law career in a well-established private firm. He joined the Department of Justice in 1969 as a junior lawyer, where he served the province of Saskatchewan for over 30 years. Throughout his career, Mr. Mackay was appointed to various provincial and federal committees, investigative commissions, and served as the director of the public prosecution for a number of years. In retirement, Mr. MacKay continued to contribute to the law and broader community as Vice-Chair of the Saskatchewan Review Board.

As well, Mr. MacKay was an active volunteer and strong supporter of the arts, generously dedicating his time to numerous arts organizations, including Regina Little Theatre, Regina Summer Stage, Saskatchewan Book Awards, and Regina Light Lyric.
