3.3 Mandate for the President

1. General Statement

The President is the College’s chief executive officer. The President’s principal responsibilities shall include:

a) Ensure clarity and alignment with the College’s mission in the promotion of excellence in education, within a Catholic and Jesuit context.
b) Develop detailed objectives, policies, procedures, programs, budgets, and other plans that will serve to guide the College in reaching its academic, religious, cultural and community-related objectives.
c) Ensure regular feedback loops from key stakeholders to maintain alignment with community and academic objectives.
d) Counsel, direct and motivate faculty and staff.
e) Exercise positive and remedial control through a process of evaluating progress against plans.

2. Basic Functions

The President shall promote unity among the faculty, staff, students, and alumni and be responsible for the effective operation and growth of the College. The President shall also provide advice and recommendations relating to the general direction of all academic studies, business, operations or other affairs of the College as a whole.

3. Responsibility and Authority

Within the limitations of the overall objectives and policies established by the Board of Regents, the President is responsible for, and has commensurate authority for, accomplishing the below duties. The President may delegate certain tasks to faculty and staff but retains overall responsibility and accountability for these outcomes.

The President shall:

a) Keep the Corporation of Owners and the Board of Regents fully informed of the College’s activities, business conditions, and progress or deterrents towards objectives.
b) Seek authorization, advice, or guidance from the Board of Regents as needed.
c) Implement all decisions from the Board of Regents.
d) Develop and refine academic and operating policies to implement and support the bylaws and policies of the Board of Regents.
e) Develop long-range plans and programs consistent with the College’s objectives.
f) Implement these plans and programs, assess performance, and initiate corrective action as necessary.
g) Develop and monitor a risk management program.
h) Provide an environment for the optimum performance of faculty and staff by ensuring that the College is staffed with competent people, that supervisory personnel are delegated authority commensurate with their responsibilities, that appropriate limitations on their authority are defined and understood within the context of a Jesuit Catholic Framework.
i) Oversee faculty and staff appointments, promotions, retirements or releases.
j) Oversee the College’s ministry to students in their intellectual, cultural, spiritual, and social development.
k) Direct the College’s growth in community development, public relations, operating efficiency, academic enhancement, innovation, capital and operating resources consistent with the Jesuit Universal Apostolic Preferences.
l) Authorize, measure and initiate performance standards for faculty and staff.
m) Act as the representative of the College at negotiations with the University of Regina, the Government of Saskatchewan, and other bodies with which the College deals.
n) Execute contracts and commitments necessary for the College’s business and affairs, as required by the Board of Regents or established policies and within the limits of authority delegated to the President.
o) Oversee budgetary, extra-budgetary, and major capital expenditures, and administer approved funds.
p) Direct the development, authorization and establishment of a budgetary procedure and control system for the College and ensure that the system is properly administered and used.
q) Oversee the preparation of a consolidated annual budget for review and approval by the Board of Regents. Administer the operations of the College in accordance with this budget.
r) Oversee accounting and statistical services to ensure compliance with legal requirements of the College, University of Regina, and Government of Saskatchewan.
s) Ensure that all funds, physical assets, and other property of the College are safeguarded and administered.
t) Oversee academic studies and promote public awareness of academic programs of the College.
u) Oversee the development and delivery of academic plans and programs, direct the implementation of the plans and programs, and ensure that objectives are realistic and achievable.
v) Institute a comprehensive community development program, one that promotes good relationships with Archdiocesan organizations, as well as other social and cultural bodies.
w) Oversee the development of advertising, promotional, and fund-raising programs to achieve the College’s objectives while maintaining internal and external reputation management.
x) Oversee the maintenance and character of the College’s facilities.
y) Teach regularly in the area of expertise.
z) Perform other duties as directed or deemed necessary, including leadership roles within Jesuit education or beyond the College.

4. Relationships

The President observes and conducts the following relationships:

a) The Corporation and the Board of Regents

i. The President is accountable to the Board of Regents for the administration of the College.
ii. The President shall attend meetings of the Board of Regents, except when directed otherwise.

b) Heads of Sections within the College

i. The President shall co-ordinate their activities, provide guidance, seek advice in forming objectives, and offer advice and support.

c) University and Federated Colleges

i. The President shall maintain respectful relationships with the University of Regina and the Federated Colleges.

d) The Church

i. The President shall foster a respectful relationship with the Archdiocese of Regina and other Catholic organizations.

e) Government and Community

i. The President shall liaise with government representatives, and
ii. Represent the College at internal and external activities that are advantageous in fulfilling the objectives of the College.

f) Others

i. The President shall conduct such other relationships as may be deemed advisable in the best interests of the College and its stated objectives.
